Which city is most in need of mountains?

Which city is most in need of mountains?
I've long said that they really need to "build" a mountain outside of Austin. Lots of interest in outdoor activities there, but no mountains to speak of. I also think San Francisco could really use some mountains that are closer, they have some pretty hiking but no real mountains despite a lot of interest by residents.
I also wonder which city's mountains are the most unappreciated by residents. Perhaps Las Vegas or maybe even Los Angeles.
I imagine internationally there are cities that top both of these categories.
